[Troop351] CItizenship in Society Merit Badge

All,

The Citizenship in Society merit badge has been discontinued.  It is no
longer required to earn Eagle.  Any scout who has started this merit badge
and completed a requirement is eligible to complete the rest of the merit
badge before the end of 2026.  The Eagle rank requirements still require 21
merit badges, but now there are 13 specific merit badges and 8 elective.
